ok lets break these into 2 parts
1.no-ip part(gives you an hostname for your site)
2.wamp part(complete package web server)
Part 1-(NO-IP part)
STEPS
1.Go to http://www.no-ip.com and create an account there
2.Log in to your account and then click on add a host option
3. In that page enter an host name and change the extension as you like.
If you dont know what the extension means then please leave them alone.
4.I leave all to default .then click the button create host at the bottom
right corner .
5.Now download the no-ip client application from here
http://www.no-ip.com/downloads.php
6.Install the no-ip client application in your pc then enter your login info
for the no-ip . com when the application asks to login.
Part -2 (WAMP part)
steps (its the easy part )
1.Download wamp from here http://www.wampserver.com/en/download.php
2.Install it and put your index file in www directory inside wamp folder where you installed it.
Thats it wasnt that easy
Now run both no-ip client and wamp server and enter your hostname(eg: yourhostname. zapto. org which you entered in your no-ip account ) into your favourite browser and bingo there is your site.
